Heat olive oil in a large Dutch oven or pot over medium heat. Season beef with salt and pepper. Add beef to the pot and cook until browned on all sides, about 5 minutes per side.
Remove beef from the pot and set aside. Add onion, carrots, and celery to the pot and cook until softened, about 5 minutes. Add garlic and cook for an additional minute, until fragrant.
Stir in beef broth, tomatoes, tomato paste, thyme, bay leaf, salt, and pepper. Bring to a boil, then reduce heat to low and simmer for 1 hour.
